The report came up with an index that saw the police, ruling ZANU PF, intelligence and the army coming to the top of the list. ZANU PF is implicated in violations related to voter intimidation and violence and the police are implicated in mass evictions, torture and attacks on vendors. The Forum, has also launched the Anti-Impunity Campaign that seeks to reconfigure the relationship between the police and the people of Zimbabwe.
