North African officials to meet in Morocco on domestic resource mobilisation, innovation

The 2025 Intergovernmental Committee of Senior Officials and Experts (ICSOE) for North Africa will convene in Rabat, Morocco

The 2025 Intergovernmental Committee of Senior Officials and Experts (ICSOE) for North Africa will convene in Rabat, Morocco, from November 11 to 13, 2025, under the theme “Enhancing domestic resource mobilisation through innovation and technology in North Africa.”

 

The meeting will bring together representatives, stakeholders, and experts from Algeria, Egypt, Libya, Mauritania, Morocco, Sudan, and Tunisia to assess the progress of the Economic Commission for Africa (ECA) Office for North Africa over the past year and set strategic priorities for the year ahead, with particular focus on regional integration and Sustainable Development Goal (SDG) implementation.

 

In parallel, the ECA office for North Africa will host an Expert Group Meeting (EGM) under the same theme, examining progress in domestic resource mobilisation (DRM) and exploring how innovation, digital transformation, and technology can strengthen resource mobilisation to support sustainable development. The meeting will also highlight opportunities for South-South cooperation and experience sharing.

 

Effective DRM is essential for countries’ fiscal independence, allowing them to fund public services and strategic investments without overreliance on foreign aid, foreign direct investment, or sovereign debt, thereby securing greater economic stability.

 

The outcomes of ICSOE and the EGM will be submitted to the 2026 Conference of African Ministers of Finance, Planning and Economic Development, also scheduled to take place in Morocco in March 2026, under the theme “Growth through innovation: harnessing data and frontier technologies for the economic transformation of Africa.”

 

This gathering is expected to advance North Africa’s capacity to mobilise domestic resources and leverage innovation for sustainable economic growth.
