A group of more than 1 500 young Mozambicans is calling for a reduction in the appointment powers

A group of more than 1 500 young Mozambicans is calling for a reduction in the appointment powers of the President of the Republic, particularly over judicial bodies and public universities, arguing that the move would strengthen the separation of powers and curb political influence in state institutions.

The proposal was submitted as part of Mozambique’s Inclusive National Dialogue and has revived debate around constitutional reform, judicial independence and governance models in the country.

The youth group maintains that excessive presidential control over key institutions weakens accountability and undermines public confidence in the justice system and higher education. They argue that limiting these powers would help ensure institutions operate independently and in the public interest.

Legal expert Gerson da Silva, who is also President of the Association of Resilient Minds, says the proposal raises important legal and political questions. He notes that any changes would require careful constitutional review, but believes the debate reflects growing public concern about the concentration of power and the need for stronger institutional checks and balances.
