South Africa’s (SA) Small Business Development Minister, Stella Ndabeni, says the country’s economic outlook is steadily improving, strengthening efforts to attract investment and promote inclusive growth.

Speaking at the World Economic Forum (WEF) in Davos, Ndabeni said that recent economic gains are helping to rebuild confidence among global investors.

SA’s delegation to Davos is led by Finance Minister Enoch Godongwana and includes senior officials working to secure investment and highlight progress on key structural challenges. Among the major developments cited by Ndabeni is the stabilisation of the national electricity supply following years of severe load shedding, as well as SA’s removal from the Financial Action Task Force (FATF) greylist.

She also welcomed S&P Global’s recent upgrade of the country’s sovereign credit rating, describing it as evidence that reform efforts are beginning to bear fruit.

Ndabeni stressed, however, that sustainable and inclusive economic growth cannot be achieved without prioritising the country’s small‑business sector, which accounts for a significant share of employment and economic activity.

“Our interest is to ensure that as the capital is here, flooded in Davos, big corporates, developed countries, ours is to say the small businesses should be at the table of the discussions and not be left behind,” she said.

“We do believe, as Team SA, that there can never be a resilient and inclusive economic growth if it’s at the exclusion of small businesses.”
She acknowledged that SA still faces challenges, but said the government is using the Davos platform to secure the investment partnerships needed to support entrepreneurship, job creation and long‑term economic transformation.

“We are raising the flag high, building on the successes we have made as a country,” she added. “Yes, there are still challenges, which is why we’re here, to find the right investors.”
