An investigation by The Guardian has revealed that Chinese and Turkish vessels are operating off the coast of Guinea-Bissau as “floating factories”, processing fish into meal and oil while at sea.

The activity comes despite a ban introduced by the country’s transitional government at the end of January and has sparked fresh concern over the pressure on marine resources and the impact on local communities.

Fishing is a key source of food and income in Guinea-Bissau, and there are fears that large-scale offshore processing could reduce fish stocks available to local fishermen, while also affecting food security.

Speaking on the issue, Fransual Dias, a lawyer and political analyst, said the situation points to enforcement challenges.

“If these operations are continuing despite the ban, it raises serious questions about monitoring and control,” he said. “There is a real risk that, over time, this could harm both the economy and the livelihoods of coastal communities.”

He added that stronger oversight and cooperation at both national and regional level would be needed to ensure that the country’s marine resources are protected and used in a way that benefits its people.
