National officials of the ANC met over three days to assess the judgment in detail and to review a legal opinion from senior counsel. A report was presented to the National Executive Committee, which convened in Cape Town and adopted a unified position.
The ANC said the Constitutional Court did not order an impeachment trial, did not find Ramaphosa guilty of any wrongdoing and did not instruct removal from office. The party also stated that the court did not endorse findings made by the Section 89 Independent Panel.
The next procedural steps will be handled within Parliament. A Subcommittee on Review of National Assembly Rules is expected to draft a revised Rule 129, which will give effect to the judgment. The draft will be considered by the Rules Committee before adoption by the National Assembly. Speaker Thoko Didiza will then schedule further processes.
Following consideration of the legal opinion, ANC national officials expressed unanimous support for Ramaphosa’s decision to pursue a review application in the High Court in Pretoria, alongside any additional legal steps advised by legal representatives. The National Executive Committee endorsed this approach without dissent.
The ANC clarified that the question of recalling Ramaphosa as party president was not discussed and was not part of the meeting agenda.
Resignation was also not considered. The NEC reaffirmed Ramaphosa’s leadership of both the ANC and the Government of National Unity. The ANC stated that Ramaphosa retains a mandate received through national elections and will continue to execute the duties of the state. The party emphasised that the Constitutional Court judgment does not disrupt government operations or internal party processes.
The ANC added that parliamentary procedures triggered by the ruling will proceed in accordance with legislative processes, while government work and party activities continue uninterrupted.
