African Development Bank governors back Ould Tah mandate in Brazzaville

The African Development Bank (AfDB) Group concluded five days of Annual Meetings in Brazzaville on May 29, 2026, with the Board of Governors strongly endorsing President Dr Sidi Ould Tah’s mandate to implement the Bank’s Four Cardinal Points strategic vision.

 

The governors called on Ould Tah to accelerate reform of Africa’s financial architecture to mobilise large-scale resources for development under the New African Financial Architecture for Development. The governors also backed institutional reforms aimed at making the Bank more agile, more flexible, and closer to beneficiaries across Africa.

 

Chairperson of the Bank Group’s Boards of Governors, Minister of Economy, Planning, Statistics and Forecasting, Ludovic Ngatsé, said the Board of Governors had approved Ould Tah’s vision to strengthen Africa’s capacity for action and influence in an increasingly fragmented world.

 

Ould Tah told the closing session that the message from the governors had been heard clearly. Ould Tah said the Brazzaville meetings had set in motion a dynamic of action, transformation and integration.

 

More than 4 000 participants from over 81 countries attended the meetings under the theme of mobilising large-scale resources for financing Africa’s development in a fragmented world. The gatherings marked the first Annual Meetings held under Ould Tah’s Presidency after the start of the term on September 1, 2025.

 

The programme included a presidential panel featuring President Denis Sassou-N’Guesso of the Republic of the Congo, President Faustin-Archange Touadéra of the Central African Republic, President Brice Clotaire Oligui Nguema of Gabon, and Ould Tah.

 

The meetings also produced several major announcements. Angola announced a contribution to the 17th replenishment of the African Development Fund (ADF), bringing the number of African countries financing ADF-17 to 25, with total commitments exceeding $190 million.

 

Commitments of more than $3 billion were also announced for the Congo Basin Blue Fund to support 17 African countries in environmental conservation and sustainable development.

 

Japan announced $10 million for the Integrated Aviation Transformation Programme in Africa. Additional agreements were signed as part of the operationalisation of the Four Cardinal Points vision, as well as during a high-level meeting on the aviation programme and the African Facility for Medicines and Medical Equipment.

 

During Africa Day celebrations on May 25, Sassou-N’Guesso announced visa-free access to the Republic of the Congo for nationals of all African countries from January 1, 2027.

 

Prime Minister Anatole Collinet Makosso said the meetings had gone ahead in person despite the Ebola outbreak in neighbouring Democratic Republic of the Congo and Uganda. No Ebola case has been reported or detected in the Republic of the Congo since the outbreak declaration on May 17.
