In a statement on Saturday, Council members expressed concern over a significant build-up of Rapid Support Forces (RSF) around the city, which serves as the capital of North Kordofan state. The Council warned of an “imminent risk” of a ground assault and called for immediate de-escalation.

Members demanded that the RSF halt its operations and urged all sides to cease hostilities. The warning comes amid continued fighting between the RSF and the Sudanese Armed Forces, which have been engaged in conflict since April 2023.

The Security Council said the violence risks worsening an already severe humanitarian crisis across the country. Council members stressed the need to protect civilians and comply with international law, including obligations under international humanitarian law.

They also called on all parties to uphold commitments made under the Jeddah Declaration, signed in May 2023, which includes provisions for civilian protection and humanitarian access. The Council raised concern about the use of drones in the conflict, citing reports of RSF drone strikes in El Obeid and increased aerial attacks by both sides.

Members called for all violations and abuses to be investigated, emphasising the need for accountability. The statement also highlighted the importance of ensuring humanitarian access, urging all parties to allow safe and unhindered delivery of aid and safe passage for civilians.

The Council appealed to UN Member States to avoid actions that could worsen the conflict, including external interference. Members reaffirmed their support for Sudan’s sovereignty and territorial integrity, while rejecting attempts to establish parallel administrations in RSF-controlled areas.

Officials say the situation in El Obeid remains highly volatile, with growing concerns that further escalation could deepen the humanitarian crisis and increase civilian suffering.
