Human Rights Watch (HRW) has urged German Chancellor Friedrich Merz and President Frank-Walter Steinmeier to publicly confront United Arab Emirates (UAE) President Sheikh Mohammed bin Zayed Al Nahyan over Abu Dhabi’s alleged involvement in the conflict in Sudan during his upcoming state visit to Berlin.
The advocacy group called on German leadership to raise serious human rights concerns ahead of the September 10 bilateral summit, pointing to findings from a United Nations Fact-Finding Mission detailing the UAE’s role in recruiting, financing, and supplying foreign military contractors to Sudan’s Rapid Support Forces.
HRW urged Berlin to consider targeted sanctions against UAE-linked entities transferring arms and private military contractors to Sudan, and pressed German officials to condition planned investment and security partnerships on domestic human rights reforms in the UAE.
