Human Rights Watch is calling on Ethiopian authorities to restore communications in the northern Tigray region.
The organisation says the blackout is hindering humanitarian access.
Internet monitoring group NetBlocks confirmed on Friday that internet access had been disrupted in the region.
The rights group is also calling for an investigation into a possible war crime involving an Ethiopian government airstrike on a residential compound in Tigray on August 20.
The developments come amid renewed fighting in Tigray, Amhara and Afar between Ethiopian forces and fighters affiliated with the Tigray People’s Liberation Front.
