Ghana and US seek common Ground as talks reopen on health funding agreement

The United States (US) government has signaled its willingness to review and renegotiate the terms of a proposed $109 million multi-year health funding agreement with Ghana, months after the Ghanaian Cabinet formally rejected the initial proposal over national sovereignty and health data privacy concerns.

Addressing leaders in Goaso, President John Mahama confirmed that Washington has approached Ghanaian authorities proposing to review controversial provisions within the deal. The original agreement was turned down after officials raised major red flags regarding clauses that would allow American entities access to sensitive national public health data.

Ghana’s stance reflects a broader debate across the continent, where several African governments are scrutinizing bilateral health agreements against data protection and national sovereignty considerations. While Zimbabwe joined Ghana in rejecting the funding conditions, Zambia recently concluded negotiations and signed a revised framework following months of public debate over data-sharing safeguards.
