The World Bank Group has barred Tanzanian Consultant Godfrey William Mashauri from participating in financed projects for 28 months over fraudulent and corrupt practices.

The sanction relates to the Southern Africa Trade and Transport Facilitation Project and Dar es Salaam Urban Transport Improvement Project in Tanzania.

The first project sought to improve the movement of people and goods along Tanzania’s Dar Corridor while strengthening road safety and services addressing HIV/AIDS.

The second aims to improve mobility, accessibility, safety and transport services along selected routes in Dar es Salaam.

Mashauri was a co-owner and Director of Aqgola Engineering & Management Services Limited, which served as a subconsultant under both projects.

During the same period, the Tanzania National Roads Agency hired Mashauri as Procurement Specialist for the two projects under a World Bank Group-financed consultancy contract.

The World Bank Group said Mashauri failed to disclose the conflict of interest arising from the ownership stake in Aqgola Engineering & Management Services Limited.

The conduct constituted a fraudulent practice under World Bank Group guidelines.

Mashauri also received gifts worth $736 from a consultancy firm whose work Mashauri was responsible for overseeing. The World Bank Group classified the conduct as a corrupt practice.

The debarment applies to Mashauri and any controlled affiliates, making them ineligible to participate in World Bank Group-financed operations.

Mashauri admitted responsibility under a settlement agreement.

The World Bank Group reduced the debarment period after considering the admission of misconduct, cooperation with investigators, voluntary corrective measures and a decision not to bid for financed contracts during the settlement process.

Release from debarment will be conditional on Mashauri completing corporate ethics training demonstrating a commitment to personal integrity and business ethics.

Any affiliate controlled during the sanction period must also introduce integrity and compliance measures aligned with World Bank Group guidelines.

Mashauri must continue cooperating with the World Bank Group Integrity Vice-Presidency.

The sanction may be enforced by other multilateral development banks under the 2010 Agreement for Mutual Enforcement of Debarment Decisions.
