SA political parties enter coalition talks across 126 hung municipal councils

Political parties in South Africa (SA) have entered negotiations across 126 hung municipal councils following the November 4 local government elections, operating under a tight 14-day statutory deadline to form functional local administrations.

The absence of statutory frameworks continues to complicate talks, as Parliament has yet to pass the long-awaited Municipal Structures Amendment Bill, commonly known as the Coalitions Bill. Without the proposed legislation’s protective measures, such as limits on frequent motions of no confidence and mandatory public coalition agreements, the stability of key economic hubs like Gauteng Province relies entirely on voluntary inter-party pacts and interim national guidelines.

According to political analyst Xolelwa Kashe-Katiya, rushing these complex negotiations creates inherently fragile local governments, where minor parties wielding outsized leverage can disrupt stability and claim key executive posts despite holding minimal electoral support:

“This instability is created by these small parties acting as kingmakers, who don’t necessarily have big numbers but can turn things around. When they come in, you can find a small party that wasn’t previously featured on that board coming in to take the mayoral chain.”

Kashe-Katiya added that without formalised legal guardrails to regulate coalition governance, municipal councils remain highly vulnerable to sudden shifts in power that disrupt service delivery and municipal administration.
