The African Development Bank Group (AfDB) has approved about $216 million in financing to support a programme aimed at improving employment opportunities for young people and women in Morocco.

The funding will support the Cap Compétences 2030 initiative, which focuses on strengthening vocational training systems and linking skills development more closely to labour market needs.

The programme is built around three pillars. These include strengthening skills development through partnerships, expanding inclusive training aligned with business requirements and supporting digital transformation in training systems. The initiative also aims to improve institutional capacity and the delivery of training services.

The Bank said the financing will support reforms to improve the quality and relevance of vocational training while expanding access to learning opportunities. The approach is intended to strengthen pathways into employment by improving coordination between training providers and employers.

Achraf Tarsim, AfDB Country Manager for Morocco, said the programme is aligned with the country’s National Employment Roadmap for 2025 to 2030. Tarsim said the objective is to support employment creation and improve workforce participation, particularly among young people and women.

The programme will be implemented in coordination with technical and financial partners to support ongoing labour market reforms. The AfDB said this approach is designed to strengthen alignment with public policy priorities and improve overall effectiveness.

The AfDB said the initiative builds on its existing engagement in Morocco, particularly in the areas of employment, skills development and social inclusion. It said that the programme also forms part of ongoing efforts to reform vocational training systems and improve access to employment.

The Bank said expanding training opportunities and strengthening labour market integration remain key areas of focus as Morocco works to address employment challenges.
