AfDB, Libya agree on roadmap to revitalise transport sector

The African Development Bank Group (AfDB) and Libya’s Ministry of Transportation have concluded a three‑day workshop aimed at setting out a clear roadmap for a strategic transport sector study to support Libya’s economic recovery.

 

The workshop, held from April 15 to 17 at the Bank’s North Africa regional office in Tunis, brought together AfDB experts and senior Libyan officials from the Ministries of Transportation and Finance, alongside representatives of the project’s executing agencies and implementation unit. Discussions focused on implementation arrangements and defining the next steps for the study.

The Libyan delegation was led by Issam Abdallah Al‑Qouri, Chair of the Preparatory Committee at the Ports and Maritime Transport Authority. Participants also included officials from the Land Transport Authority, the Roads and Bridges Implementation Authority and the Ministry of Transportation headquarters.

The strategic transport sector study is being financed through a $340 000 grant from the AfDB Middle‑Income Country Technical Assistance Fund, with additional counterpart funding from the Libyan government. The initiative aims to improve efficiency, performance and coordination across Libya’s transport sector as part of wider economic recovery and reform efforts.

The study is expected to deliver a comprehensive situational and gap analysis of Libya’s transport systems, followed by a strategic plan outlining prioritised short‑ to medium‑term actions. It will also propose policy and institutional reforms, an action plan to strengthen private‑sector participation and indicative financing options for future investments.

In addition, the study will seek to identify bankable public and private sector projects, helping to build a stronger pipeline for future African Development Bank engagement in transport and logistics infrastructure. “An efficient and integrated transport system connects people to opportunities, facilitates trade and enhances quality of life,” said Malinne Blomberg, the Bank Group’s Deputy Director General for North Africa and Country Manager for Libya. She noted that the initiative aligns with the Bank’s Ten‑Year Strategy and is intended to serve as a reference framework for Libya’s transport policies and investments.
