The implementation of local municipalities, known as autarquias locais, remains at the heart of Angola’s political debate, as civil society organisations push Parliament to break a long-standing legislative stalemate.
Four prominent civic groups; OMUNGA, UPANGE, Friends of Angola, and ALDA, have jointly called on the National Assembly to prioritise the remaining municipal legal framework and initiate broad public consultations. The appeal follows recent statements from President João Lourenço urging political parties to overcome parliamentary deadlocks that have continually postponed the creation of local governance bodies.
Angolan civic activist and opposition Democratic Bloc youth leader Adilson Manuel highlighted that the ongoing delays directly impact basic service delivery and community empowerment. He argues that establishing local municipalities is vital for decentralising power away from Luanda, fostering accountability, and ensuring citizens have a direct say in regional development.
