The government of the Democratic Republic of Congo (DRC) has released 15 M23 prisoners and handed them over to the Alliance Fleuve Congo (AFC/M23) coalition as part of confidence-building measures under the Doha peace negotiations.
Despite the prisoner handover, deep-seated political and military disagreements between Kinshasa and the rebel movement continue to stall broader progress towards a lasting ceasefire in the conflict-ridden eastern region of the country.
Analysing the political weight of the handover, political analyst Omar Kashindi noted during an interview with reporter Abedi Jean de la Croix that while prisoner exchanges represent a necessary gesture of good faith, they remain symbolic unless accompanied by direct compromises on governance and security guarantees.
“This exchange opens a critical window for diplomacy, but a handover of 15 detainees does not automatically resolve core structural disputes,” Kashindi said, pointing out that both sides must address the fundamental issues driving the insurgency to achieve meaningful peace.
