Guinea-Bissau has adopted a new constitution

Guinea-Bissau has adopted a new constitution that significantly reshapes the country’s system of governance, placing greater authority in the hands of the President of the Republic, General Horta Inta-A Na Man .

 

The National Transitional Council approved the new constitutional text on Tuesday, introducing the most far-reaching political reforms since the adoption of the previous constitution 30 years ago. That earlier framework established a semi-presidential system designed to balance power between the executive and the legislature.

 

Under the new arrangements, Inta-A Na Man will now serve as head of government, with the authority to appoint the Prime Minister, cabinet Ministers and other senior members of the executive. The revised constitution also grants the President the power to dissolve the National Assembly, a provision that has already sparked debate among political observers.

 

Analysts say the changes could have lasting consequences for Guinea-Bissau’s political trajectory, particularly in a country that has faced recurring institutional instability. Dr Fransual Dias, a Guinean jurist and political analyst, argues that the consolidation of power in the Presidency marks a clear shift in the balance of authority and may redefine governance and accountability in the years ahead.
