Incoming leadership in the City of Johannesburg will be forced to prioritise immediate fiscal cleanup over ambitious growth plans following the conclusion of South Africa’s (SA) 2026 Local Government Elections, political analyst Xolelwa Kashe-Katiya has warned.
Speaking from the Electoral Commission’s National Results Operations Centre in Midrand as vote collation continues, Kashe-Katiya highlighted that the economic recovery of SA’s largest metro hinges on stabilising municipal finances and scrutinising governance decisions made during the transition period.
Outlining the severe financial hurdles awaiting the new administration, Kashe-Katiya pointed out that resolving fiscal mismanagement must take precedence over new development initiatives. “There is going to be a lot of financial mess that that mayor has to clean up when they come in. And you could find that there could be a lot of reversal of some of the deals that have been made, especially these last-minute ones, where you see a potentially outgoing mayor making commitments that they’re not going to return to carry out, leaving those for another mayor to carry out. So, these are the things that are going to have to be faced, and there is a need for Johannesburg to recover from those challenges.”
Kashe-Katiya added that auditing late-stage procurement contracts and restoring fiscal discipline will be essential first steps if the municipality is to regain public trust and restore financial viability.
