South Africa (SA) is taking the lead in driving the continent’s democratic conversation as it hosts the 19th Conference of Speakers and Presiding Officers of the Commonwealth Africa Region, running from this Monday until Saturday.
The gathering marks a notable first for local governance. In a departure from tradition for the Commonwealth Africa Region, a provincial-level legislature has been cleared to co-host the high-profile event alongside the national parliament.
Speaking on the unique arrangement, the Speaker of the Gauteng Provincial Legislature, Morakane Mosupyoe, pointed out the constitutional weight behind the decision.
“This is a sub-national legislature. It is a big moment,” Mosupyoe said. “It has never happened before that a branch at our level is allowed. After many meetings, graciously chaired by the Secretary and with the Chairperson’s involvement, we were granted the opportunity to host this, in conjunction with the National Council of Provinces, because the matter is embedded in our Constitution and we must respect that.”
The summit brings parliamentary leaders from across the continent to Johannesburg to thrash out solutions for governance, growth, and continental peace. This year’s discussions are being held under the theme: “Proactive Parliaments and Sustainable Development: An Imperative for Political Stability in Africa.”
