Mozambique and Cabo Verde make anti-trafficking gains despite enforcement gaps: US report

Human trafficking remains a persistent and complex challenge across Portuguese-speaking African nations, though recent international evaluations highlight notable strides in victim identification and policy enforcement in both Mozambique and Cabo Verde.

According to the latest United States (US) Department of State Trafficking in Persons report, Cabo Verde achieved significant progress by officially removing itself from the watch list and ascending to Tier 2 status. The improvement reflects enhanced victim protection mechanisms, upgraded specialised intake facilities, and increased labor inspections targeting vulnerable informal sectors. Similarly, Mozambique demonstrated sustained efforts in identifying potential trafficking victims and investigating cross-border syndicates despite ongoing security pressures and economic vulnerabilities.

Despite these legislative and operational gains, major systemic hurdles remain across Lusophone Africa. Key challenges include securing formal convictions for traffickers, bolstering victim assistance programs, and establishing stronger inter-state prevention frameworks.
