Outa Chief Executive Officer, Wayne Duvenage system is administratively challenged.<\/p>\n<\/div>\n<div>\n<p class=\"x_MsoNormal\">\n<\/div>\n<div>\n<p class=\"x_MsoNormal\">\u201cIt\u2019s very cumbersome. So, we\u2019re not surprised this is pushed out again, and we don\u2019t even think it\u2019ll be ready to be launched in July of next year. You remember, even two ministers ago, it was Fikile Mbalula who was there saying, it\u2019s coming now, get ready, and here we sit two years later.
