{"id":28444,"date":"2026-03-11T20:53:50","date_gmt":"2026-03-11T18:53:50","guid":{"rendered":"https:\/\/www.channelafrica.co.za\/channelafrica\/?post_type=news&#038;p=28444"},"modified":"2026-03-11T20:56:39","modified_gmt":"2026-03-11T18:56:39","slug":"imf-analysis-warns-sas-regulatory-red-tape-is-stifling-growth-worsening-unemployment","status":"publish","type":"news","link":"https:\/\/www.channelafrica.co.za\/channelafrica\/news\/imf-analysis-warns-sas-regulatory-red-tape-is-stifling-growth-worsening-unemployment\/","title":{"rendered":"IMF analysis warns SA\u2019s regulatory red tape is stifling growth, worsening unemployment"},"content":{"rendered":"<p>According to new analysis, accelerating reforms in electricity and logistics under Operation Vulindlela is essential, but broader structural changes are urgently needed to improve the business environment and unlock private investment.<\/p>\n<p>&nbsp;<\/p>\n<p><span data-preserver-spaces=\"true\">The International Monetary Fund\u2019s (IMF) latest assessment finds that operating a business in SA remains significantly more burdensome, fragmented and costly than in peer emerging markets. <\/span><span data-preserver-spaces=\"true\">Excessive <\/span><span data-preserver-spaces=\"true\">product\u2011market<\/span><span data-preserver-spaces=\"true\"> regulation, licensing hurdles and inconsistent enforcement contribute to a regulatory environment that deters investment and stifles innovation, with small and <\/span><span data-preserver-spaces=\"true\">medium\u2011sized<\/span><span data-preserver-spaces=\"true\"> enterprises most affected.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-preserver-spaces=\"true\">Using <\/span><span data-preserver-spaces=\"true\">firm\u2011level<\/span><span data-preserver-spaces=\"true\"> and <\/span><span data-preserver-spaces=\"true\">cross\u2011country<\/span><span data-preserver-spaces=\"true\"> data, the IMF found that SA business leaders <\/span><span data-preserver-spaces=\"true\">spend<\/span><span data-preserver-spaces=\"true\"> increasing amounts of time dealing with regulatory compliance.<\/span><span data-preserver-spaces=\"true\"> This administrative burden has grown over time and is among the highest compared with similar economies. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-preserver-spaces=\"true\">The economic effects are substantial: a one\u2011percentage\u2011point increase in management time spent on regulatory issues is associated with a one per cent reduction in job growth. For small firms with fewer than 20 employees, the productivity impact of red tape is nearly twice <\/span><span data-preserver-spaces=\"true\">as large as<\/span><span data-preserver-spaces=\"true\"> the national average. <\/span><span data-preserver-spaces=\"true\">These findings suggest that regulatory frictions are directly undermining employment creation and limiting the ability of small and medium<\/span>\u00a0<span data-preserver-spaces=\"true\">enterprises to expand, innovate and generate job<\/span><span data-preserver-spaces=\"true\">s.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-preserver-spaces=\"true\">The proposed 2025 Business Licensing Bill is seen as a key opportunity to overhaul SA\u2019s outdated licensing system, which is currently decentralised and often inconsistent. The IMF says a modern, predictable framework would need to:<\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Establish a unified national policy and a streamlined digital platform for applications.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Strengthen administrative capacity at <\/span><span data-preserver-spaces=\"true\">municipal<\/span><span data-preserver-spaces=\"true\"> level.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Simplify processes for micro\u2011enterprises and informal traders.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Introduce <\/span><span data-preserver-spaces=\"true\">risk\u2011based<\/span><span data-preserver-spaces=\"true\"> licensing so <\/span><span data-preserver-spaces=\"true\">low\u2011risk<\/span><span data-preserver-spaces=\"true\"> businesses face fewer regulatory barriers.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Publish a single, up\u2011to\u2011date inventory of all required permits and licences.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span data-preserver-spaces=\"true\">The IMF estimates that closing even half the gap with global best practice in business regulation and governance could raise SA\u2019s real output by up to 9% in the medium term, lifting annual growth from around 2 to 3%.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-preserver-spaces=\"true\">The report concludes that durable, job\u2011creating growth requires a decisive shift toward business\u2011friendly structural reforms.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span data-preserver-spaces=\"true\">&#8211;IMF\/ChannelAfrica&#8211;<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"featured_media":28445,"template":"","meta":{"_acf_changed":false,"_links_to":"","_links_to_target":""},"news-type":[44],"class_list":["post-28444","news","type-news","status-publish","has-post-thumbnail","hentry","news-type-finance","entry"],"acf":{"short_description":"South Africa\u2019s (SA) economy showed resilience in 2025, but growth remains far too weak to bring down unemployment, which exceeds 30% overall and 60%among young people.
