The commission describes the situation as unacceptable and says it continues to undermine people\u2019s dignity.<\/p>\n<p>&nbsp;<\/p>\n<p>The issue comes into focus just days before Human Rights Day commemorations in Kimberley in the Northern Cape province, where government is set to mark 30 years of the Bill of Rights.<\/p>\n<p>&nbsp;<\/p>\n<p>Residents in affected areas say daily life has become increasingly difficult.
