The workshop, held from April 15 to 17 at the Bank\u2019s North Africa regional office in Tunis, brought together AfDB experts and senior Libyan officials from the Ministries of Transportation and Finance, alongside representatives of the project\u2019s executing agencies and implementation unit. Discussions focused on implementation arrangements and defining the next steps for the study.<\/p>\n
The Libyan delegation was led by Issam Abdallah Al\u2011Qouri, Chair of the Preparatory Committee at the Ports and Maritime Transport Authority. Participants also included officials from the Land Transport Authority, the Roads and Bridges Implementation Authority and the Ministry of Transportation headquarters.<\/p>\n
The strategic transport sector study is being financed through a $340\u202f000 grant from the AfDB Middle\u2011Income Country Technical Assistance Fund, with additional counterpart funding from the Libyan government. The initiative aims to improve efficiency, performance and coordination across Libya\u2019s transport sector as part of wider economic recovery and reform efforts.<\/p>\n
The study is expected to deliver a comprehensive situational and gap analysis of Libya\u2019s transport systems, followed by a strategic plan outlining prioritised short\u2011 to medium\u2011term actions. It will also propose policy and institutional reforms, an action plan to strengthen private\u2011sector participation and indicative financing options for future investments.<\/p>\n
In addition, the study will seek to identify bankable public and private sector projects, helping to build a stronger pipeline for future African Development Bank engagement in transport and logistics infrastructure. \u201cAn efficient and integrated transport system connects people to opportunities, facilitates trade and enhances quality of life,\u201d said Malinne Blomberg, the Bank Group\u2019s Deputy Director General for North Africa and Country Manager for Libya. She noted that the initiative aligns with the Bank\u2019s Ten\u2011Year Strategy and is intended to serve as a reference framework for Libya\u2019s transport policies and investments.<\/p>\n
