The resolution, adopted on May 21 with 141 votes in favour, calls on countries to take concrete action to limit environmental damage and meet climate commitments. Eight countries voted against the measure, while 28 abstained.<\/p>\n

The initiative was led by Vanuatu, a Pacific island state widely recognised as vulnerable to the effects of climate change, alongside a group of supporting countries. The vote followed extensive negotiations and proposed amendments before adoption.<\/p>\n

Guterres said the resolution underscores that addressing climate change is not optional but a responsibility under international law. Guterres linked the decision to a 2025 advisory opinion by the International Court of Justice, which found that states have a legal obligation to prevent environmental harm caused by greenhouse gas emissions.<\/p>\n
<\/p>\n
The court also stated that countries could face legal consequences if obligations are breached, including requirements to halt harmful activities and provide reparations. Although advisory opinions are not binding, the findings carry significant legal and moral weight.<\/p>\n

The General Assembly resolution builds on that foundation by urging governments to take all necessary steps to reduce emissions and protect the environment. It calls for cooperation among states and alignment with existing commitments under the Paris Agreement.<\/p>\n

The resolution also highlights the need to protect fundamental rights, including the rights to life, health and an adequate standard of living, which are increasingly affected by climate-related impacts.<\/p>\n

Guterres said countries that have contributed least to climate change are bearing the greatest burden, reinforcing calls for climate justice. Guterres emphasised the importance of a transition away from fossil fuels towards renewable energy sources.<\/p>\n

Guterres added that renewable energy remains a cost-effective and secure option, and that efforts to limit global temperature increases to 1.5 degrees remain achievable with sustained action.<\/p>\n
