Nigeria had about 2% of Gross Domestic Product (GDP) worth of public spending not recorded in recent official budgets, creating a \u200bgap between its reported deficit and actual financing needs, \u200cInternation Monetary Fund (IMF) resident representative in Nigeria Christian Ebeke said this Wednesday.<\/p>\n
The discrepancy means the country’s fiscal deficit appears smaller than the level of borrowing, \u200bbecause some capital spending was not included in budget \u200bdocuments or implementation reports.<\/p>\n
These unreported expenditures are linked \u2060in part to large government projects carried out off-budget, distorting \u200bassessments of Nigeria\u2019s fiscal stance and public investment levels, Ebeke told \u200bbusiness executives in Lagos.<\/p>\n
“So far we think that there are about 2% of GDP of expenditure that were not reported that should be reported \u200band should be recorded, so that this statistical discrepancy \u200bwill disappear,” said Ebeke.<\/p>\n
The lack of full reporting can also complicate coordination between \u200cfiscal \u2060and monetary policy, as policymakers may not have a clear picture of the true deficit, he added.<\/p>\n
Ebeke said Nigerian authorities have begun addressing the issue by repealing and revising recent \u200bbudget laws to \u200bincorporate previously unrecorded \u2060spending, though updated implementation reports are still needed.
\nHe added that improving transparency is critical, noting \u200bthat off-budget spending raises concerns about procurement processes \u200band \u2060oversight.<\/p>\n
In its latest Article IV review, the IMF praised Nigeria’s sweeping reforms, saying they had strengthened economic stability and investor confidence, but \u2060warned \u200bthat the benefits had yet to \u200breach millions of citizens and could be undermined by global shocks, including the \u200bMiddle East conflict.<\/p>\n
