Resistance to these conditional packages is mounting elsewhere on the continent; Kenya\u2019s landmark $2.5 billion healthcare deal has also been completely stalled after local activists launched a legal battle to block it in court.<\/p>\n<p>&nbsp;<\/p>\n<p>The controversial new offers come just a year after the Trump administration dismantled the US Agency for International Development over claims of wastefulness.
