The department gazetted Phase II of the programme on Monday, describing it as a key component of broader reforms aimed at modernising SA’s immigration system, reducing red tape and improving the country’s competitiveness.<\/p>\n
<\/p>\n
The expanded scheme will now include companies involved in strategic infrastructure projects, businesses establishing regional and global headquarters in SA, and qualifying firms in the financial services sector.<\/p>\n
<\/p>\n
TES uses a risk-based approach that simplifies visa processing for accredited employers, allowing businesses to recruit critical skills more efficiently while maintaining immigration controls.<\/p>\n
<\/p>\n
Home Affairs said qualifying companies must demonstrate meaningful investment in SA, employ predominantly SA citizens or permanent residents, invest in skills development and operate within priority sectors of the economy.<\/p>\n
<\/p>\n
An independent interdepartmental committee will assess applications under the expanded programme to ensure a transparent and merit-based process.<\/p>\n
<\/p>\n
The department said the rollout of Phase II forms part of a broader digital transformation agenda. The new phase includes a dedicated online application system that will eventually be integrated into the Electronic Travel Authorisation (ETA) platform.<\/p>\n

Home Affairs Minister Leon Schreiber said the expansion reinforces the department’s growing role in supporting economic development. “The launch of a bigger and better TES is yet another marker that Home Affairs increasingly works as an economic enabler, rather than as a constraint.”<\/p>\n
<\/p>\n
Schreiber said the initiative directly supports the Government of National Unity’s priority of growing the economy and creating jobs. “This directly contributes to the apex priority of the Government of National Unity, which is to grow the economy to create jobs.”<\/p>\n
<\/p>\n
Schreiber also highlighted the importance of digital reform within the department. “The introduction of a secure and efficient online portal, as well as our ongoing work to transition TES into the world-class ETA platform, also forms part of our broader digital transformation agenda.”<\/p>\n

Schreiber said the department remains committed to building a modern, digital-first institution that improves service delivery while supporting economic growth.<\/p>\n
