While RCL initially requested a 25% tariff, ITAC recommended a 20% duty to balance the protection of local processors with the need to prevent excessive price hikes for low-income consumers.<\/p>\n<p>&nbsp;<\/p>\n<p>An extensive investigation by ITAC confirmed that domestic production, sales volumes, and factory capacity utilisation had fallen, while cheap imports, predominantly from India, increased significantly. Local manufacturers struggled against price undercutting while facing higher domestic operating costs for labor, electricity, and raw materials.<\/p>\n<p>&nbsp;<\/p>\n<p>ITAC also highlighted an existing trade anomaly; imported raw groundnuts previously carried a higher duty (10%) than imported finished peanut butter. This penalised domestic processors who imported raw nuts to manufacture locally.<\/p>\n<p>&nbsp;<\/p>\n<p>The Commission noted that SA possesses sufficient domestic processing capacity to meet national demand.
