<\/p>\n
The OHCHR has warned that Uganda is facing a shrinking civic space following reports of enforced disappearances, torture, arbitrary arrests and other abuses targeting people perceived to oppose government.<\/p>\n
<\/p>\n
The warning follows Uganda\u2019s January general election, after which OHCHR said human rights violations against opposition figures, journalists, human rights defenders and civil society actors have increased.<\/p>\n
<\/p>\n
According to OHCHR, at least 50 opposition leaders and supporters, five human rights defenders and five journalists have reportedly been subjected to abuses in recent months.<\/p>\n
<\/p>\n
The UN office said authorities have also relied on legal provisions that do not comply with international human rights law to detain critics, contributing to intimidation and fear.<\/p>\n
<\/p>\n
Civil society organisations have also faced growing pressure. OHCHR said 10 leading organisations have been suspended this year, while others have been subjected to increased scrutiny and harassment.<\/p>\n

UN High Commissioner for Human Rights Volker T\u00fcrk said the actions of the authorities are weakening public debate. \u201cThe actions of the authorities are creating a climate of fear that is increasing self-censorship, further stifling public debate and deepening polarisation,\u201d T\u00fcrk said.<\/p>\n

OHCHR warned that increasing military involvement in civilian institutions, combined with restrictions on freedom of expression, peaceful assembly and association, is eroding the rule of law.<\/p>\n

The office said many people are becoming increasingly reluctant to speak out because of fear of reprisals.<\/p>\n
<\/p>\n
T\u00fcrk called on Ugandan authorities to respect international and domestic legal obligations. \u201cI call on the Government to abide by its obligations under international human rights law, the African Charter and the Ugandan Constitution to ensure a vibrant civil society where everyone can freely express their views and participate in public affairs,\u201d T\u00fcrk said.<\/p>\n
<\/p>\n
The UN also urged Uganda to address broader economic and social challenges through a human rights-based approach.<\/p>\n
<\/p>\n
OHCHR said such an approach should promote inclusion, accountability and equal opportunities for all Ugandans.<\/p>\n
