{"id":45763,"date":"2026-09-17T16:35:49","date_gmt":"2026-09-17T14:35:49","guid":{"rendered":"https:\/\/www.channelafrica.co.za\/channelafrica\/?post_type=news&#038;p=45763"},"modified":"2026-09-17T16:35:49","modified_gmt":"2026-09-17T14:35:49","slug":"mauritius-debt-surge-exposes-weaknesses-in-fiscal-rules","status":"publish","type":"news","link":"https:\/\/www.channelafrica.co.za\/channelafrica\/news\/mauritius-debt-surge-exposes-weaknesses-in-fiscal-rules\/","title":{"rendered":"Mauritius debt surge exposes weaknesses in fiscal rules"},"content":{"rendered":"<blockquote><p>&nbsp;<\/p><\/blockquote>\n<p>An International Monetary Fund (IMF) technical assistance report said public finances deteriorated sharply following the COVID-19 pandemic despite decades of strong economic development, sound institutions and prudent macroeconomic management.<\/p>\n<p>&nbsp;<\/p>\n<p>Public-sector debt stood at 88.5% of gross domestic product at the end of the 2024\/25 financial year, while the central government\u2019s budget deficit widened to nearly 9.3%. \u201cBudget deficits have greatly surpassed planned deficits every year since the pandemic,\u201d the IMF said.<\/p>\n<p>&nbsp;<\/p>\n<p>The Mauritian government has committed to introducing Fiscal Responsibility Legislation aimed at strengthening debt sustainability, transparency and fiscal discipline.<\/p>\n<p>&nbsp;<\/p>\n<p>An IMF Fiscal Affairs Department team visited Port Louis from February 11 to February 24, 2026, to assess the existing framework and advise on the proposed legislation.<\/p>\n<p>&nbsp;<\/p>\n<p>Mauritius already has a statutory debt anchor, a medium-term fiscal framework and improving public finance statistics. However, the measures have not effectively enforced fiscal discipline and accountability.<\/p>\n<p>&nbsp;<\/p>\n<p>The statutory debt ceiling was set at 60% of gross domestic product when introduced in 2008. Repeated breaches led to the limit being raised to 80% in 2024, but debt subsequently exceeded the revised ceiling.<\/p>\n<p>&nbsp;<\/p>\n<p>The IMF identified optimistic economic and fiscal forecasts as another weakness, with substantial differences between budget projections and actual outcomes.<\/p>\n<p>&nbsp;<\/p>\n<p>Limited reporting during the financial year and the absence of an early strategic budgeting phase have also weakened accountability.<\/p>\n<p>&nbsp;<\/p>\n<p>The report warned that Mauritius remained vulnerable as a small, open island economy dependent on tourism, financial services and global economic conditions.<\/p>\n<p>&nbsp;<\/p>\n<p>Climate-related shocks, state-owned enterprises, special funds, extra-budgetary entities and contingent liabilities could further undermine public finances.<\/p>\n<p>&nbsp;<\/p>\n<p>The IMF recommended clearly defined fiscal rules, narrow escape clauses for exceptional circumstances and mandatory corrective action when targets were missed.<\/p>\n<p>&nbsp;<\/p>\n<p>Independent monitoring of compliance should also be introduced, while the government should publish quarterly budget execution reports and a mid-year budget review.<\/p>\n<p>&nbsp;<\/p>\n<p>Oversight of state-owned enterprises and other public bodies must be strengthened through improved governance, reporting and risk management.<\/p>\n<p>&nbsp;<\/p>\n<p>The IMF said reforms should be phased realistically because the Finance Ministry had strong expertise but limited staffing capacity.<\/p>\n<p>&nbsp;<\/p>\n<p>&#8211;IMF\/ChannelAfrica&#8211;<\/p>\n","protected":false},"featured_media":34686,"template":"","meta":{"_acf_changed":false,"_links_to":"","_links_to_target":""},"news-type":[44],"class_list":["post-45763","news","type-news","status-publish","has-post-thumbnail","hentry","news-type-finance","entry"],"acf":{"short_description":"Mauritius needs stricter fiscal rules and independent oversight after public debt reached 88.5% of gross domestic product and repeated budget overruns exposed weaknesses in the country\u2019s fiscal framework.","published_date":"","news_description":"Mauritius needs stricter fiscal rules and independent oversight after public debt reached 88.5% of gross domestic product and repeated budget overruns exposed weaknesses in the country\u2019s fiscal framework.","form_embed":"","author":"","image_caption":""},"_links":{"self":[{"href":"https:\/\/www.channelafrica.co.za\/channelafrica\/wp-json\/wp\/v2\/news\/45763","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.channelafrica.co.za\/channelafrica\/wp-json\/wp\/v2\/news"}],"about":[{"href":"https:\/\/www.channelafrica.co.za\/channelafrica\/wp-json\/wp\/v2\/types\/news"}],"version-history":[{"count":2,"href":"https:\/\/www.channelafrica.co.za\/channelafrica\/wp-json\/wp\/v2\/news\/45763\/revisions"}],"predecessor-version":[{"id":45773,"href":"https:\/\/www.channelafrica.co.za\/channelafrica\/wp-json\/wp\/v2\/news\/45763\/revisions\/45773"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.channelafrica.co.za\/channelafrica\/wp-json\/wp\/v2\/media\/34686"}],"wp:attachment":[{"href":"https:\/\/www.channelafrica.co.za\/channelafrica\/wp-json\/wp\/v2\/media?parent=45763"}],"wp:term":[{"taxonomy":"news-type","embeddable":true,"href":"https:\/\/www.channelafrica.co.za\/channelafrica\/wp-json\/wp\/v2\/news-type?post=45763"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
