Mashaba governed Johannesburg between 2016 and 2019 through a multiparty coalition before resigning.<\/p>\n

Mashaba said one unfinished programme involved reclaiming hijacked, derelict and abandoned buildings for redevelopment by private investors.<\/p>\n
<\/p>\n
He said by October 2019, 154 of more than 600 identified properties had been awarded to developers, with proposed investment valued at about $1.9 billion.<\/p>\n

Mashaba said the projects were expected to create 22 000 permanent jobs and 14 500 housing units. \u201cThat was not the Herman Mashaba project. It was a project for the residents of Johannesburg,\u201d Mashaba said.<\/p>\n
<\/p>\n
ActionSA\u2019s manifesto focuses on restoring financial discipline, combating corruption and improving municipal services.<\/p>\n
<\/p>\n
Mashaba said every municipal department would need to address electricity, water, roads, public transport, housing and safety simultaneously.<\/p>\n
<\/p>\n
A proposed institutional review would consider incorporating entities such as City Power directly into the municipal administration.<\/p>\n
<\/p>\n
Mashaba argued that removing boards and shortening the management chain would accelerate responses to service interruptions and redirect administrative costs towards service delivery. \u201cBy collapsing them, we will speed up service delivery because there will be someone directly responsible to the City Manager,\u201d Mashaba said.<\/p>\n
<\/p>\n
On corruption, Mashaba said more than 900 municipal officials had been dismissed during Mashaba\u2019s previous term, while three Members of the Mayoral Committee were removed.<\/p>\n
<\/p>\n
Mashaba said investigations had identified alleged corruption valued at about $2.1 billion but expressed frustration over limited prosecutions. \u201cIf I don\u2019t see any action, I will approach the courts when the Hawks or the National Prosecuting Authority don\u2019t act,\u201d Mashaba said.<\/p>\n

Coalition stability remains a major challenge because no party may secure an outright majority.<\/p>\n
<\/p>\n
Mashaba said ActionSA would not negotiate coalition agreements before election results were announced.<\/p>\n
<\/p>\n
Potential partners would have to accept three conditions: zero tolerance for corruption, services for all residents and enforcement of immigration law.<\/p>\n
<\/p>\n
\u201cWe made a mistake,\u201d Mashaba said, referring to ActionSA\u2019s previous cooperation with the Democratic Alliance.<\/p>\n
<\/p>\n
\u201cWe will not enter into any negotiations with any party until the results are out.\u201d<\/p>\n
<\/p>\n
Mashaba said coalition partners would be selected according to shared values and the final composition of the council.<\/p>\n
